Fue hasta 1990 cuando artistas y activistas de Tijuana de nuevo salieron a la calle para señalar el recrudecimiento de los peligros para quienes entran a Estados Unidos sin documentos. Primero abril y luego en mayo, se levantaron altares en El Bordo. En este punto de la frontera, muy frecuentado por indocumentados que esperan evadir a la migra, se plantaron cruces de madera, siguiendo la tradición latinoamericana de marcar con cruces, flores y veladoras el lugar donde alguien muere. Las cruces del Bordo fueron dedicadas a las miles de personas anónimas que, a lo largo de la frontera, y a través de los años, han pagado con la vida el crimen de no tener cuenta bancaria para ser aceptados en el país de las oportunidades.

It was not until 1990 that Tijuana artists and activists once again took to the streets to draw attention to the increasing dangers faced by those entering the U.S. without documentation. First in April and then in May, altars were erected at El Bordo. At this point on the border, frequented by undocumented immigrants hoping to avoid the migra, wooden crosses were planted, following the Latin American tradition of marking the place where someone dies with crosses, flowers and candles. The Bordo crosses were dedicated to the thousands of anonymous people along the border who have paid with their lives over the years for the crime of not having a bank account to be accepted in the land of opportunity.
